Govt flood insurance proposals exclude millions of homes

Govt flood insurance proposals in the draft Water Bill currently in the House of Lords will spread the extra cost of insuring homes in high risk areas across all domestic insurance policies.  However the proposals exclude millions of homes that are not owner-occupied.  It also excludes small businesses.  You can read more about the matter on the Penzance Chamber of Commerce website here.
